People are not born with ILP, it’s not genetic. And you don’t have to study for a long or even a short time to acquire ILP. Desiring ILP is a matter of will or personal values. You choose ILP.
But to be successful as an entrepreneur, there is a societal factor that must be present: free markets. Whether or not to have free markets is of course a decision of the body politic. While you cannot guarantee that the society you live in chooses free markets, you can advocate for free markets and hope that your advocacy prevails over others who advocate for government-controled societies like marxism or socialism.
